IAM implementation for Eurotransplant Foundation

The Eurotransplant Foundation is a service organization for approximately 80 collaborating transplant centers, tissue typing laboratories and all donor hospitals in Belgium, Germany, Croatia, Hungary, Luxembourg, the Netherlands, Austria and Slovenia. Eurotransplant manages the allocation of organs from deceased donors to patients on the waiting list for organ transplantation.

The allocation of donor organs

Adrie Rozendaal is Enterprise Architect at Eurotransplant. “The more than 80 transplant centers in the Eurotransplant region store all important characteristics of patients waiting for an organ transplant in Eurotransplant's central database. As soon as there is a donor, their characteristics are also entered into the central database. Then time becomes critical. After retrieval, donor organs must be transplanted within a few hours. The efficient organization of allocation and transport of organs is therefore literally a matter of life and death. The quality requirements of this process are very high; saving human lives is both a sensitive and ethical process.”

Access under control

As Enterprise Architect, Adrie Rozendaal focuses on both the ICT landscape and the optimization of business processes. “In doing so, I take into account matters such as quality and compliance, which inevitably leads you to Identity & Access Management (IAM). Our old IAM environment no longer met the requirements we had set. New requests were submitted through a web form and, after internal review, passed on to a DBA who would create, modify or delete an account. The problem was that the process depended on the people reviewing the request. With professionals working with Eurotransplant systems in hospitals and laboratories across eight different European countries, the initial verification needs to be handled by trusted individuals on-site; we cannot adequately determine remotely whether a particular person should have certain access rights. We wanted to better support the centers in their responsibilities for managing access rights.”

Also, analysis revealed that the authorization structure was no longer fully adequate after 15 years. Partly as a result of inherited rights when using existing profiles for new employees, some users had more authorizations than strictly necessary.

New Identity & Access Management solution

Eurotransplant decided to invest in a new IAM solution, a project guided by Adrie Rozendaal. “I had previous experience with IAM and knew that we first needed to examine the methodology before configuring the system. We work with autonomous business units across multiple countries, and within the locations there are different responsibilities. Also, not every hospital is authorized to transplant all organs. This has implications for self-service IAM. You first need to determine which person within such a structure is the primary responsible party. Because we run a 24x7 operation, there also need to be one or more substitutes to facilitate the authorization process.”
